THE LAST BEST HOPE is a novel by Melody Clark, first published in 1988. Several years after Gauda Prime, Blake is the president of a democratic Refederation and Avon is his chief advisor. The plot deals with a conspiracy to overthrow Blake's government, but also with some mysterious events from Blake and Avon's childhood which marked their destinies.

You're welcome :) I like it very much, too. Generally speaking, hurt/comfort is not my favourite genre, but this story is an exception. It even provides a sort of "scientific" explanation for the characters' increase of empathy!

Agreed - this 'exception' is a marker, or one of the markers, of Really Good Writing - it takes a cliche or trite theme, & does something Very Much Better Than Most with it. It's such a delight to come across such exceptions!

[Another example being the completely trite hokey early-SF theme of "Bug-Eyed Monsters" - & what Ender's Game did with that exactly literal theme - absolutely brilliant. If you haven't read it, very much recommended.][The book that is - never saw the movie.]

I've heard about Ender's Game, but never read it. Thanks for the rec! At the moment I'm planning to read something by Koestler -- anti-totalitarian literature is also useful when preparing to write a B7 story :)
