I don't think it's online, but actual, physical, print (A5-size) copies are available from Horizon! Contact the Supreme Commander for information.

There is even a (more or less) serious B7/Star Trek TOS/Raumpatrouille crossover!
While I wouldn't subscribe to the theory of the author, it is definitely an intriguing thought (and it is of course fun to read about an encounter between Avon and my very first screen crush!).
